Step Up To Quality is a five-star quality rating and improvement system
Step Up To Quality (SUTQ) is administered by the Ohio Department of Education and the Ohio Department of Job and Family Services.
Recognizing and promoting early care and education programs that meet quality program standards that exceed licensing health and safety regulations. The program standards are based on national research identifying standards that lead to improved outcomes for children.
All registrations must be completed and submitted using the Ohio Child Licensing and Quality System or OCLQS. Rated programs can complete an ongoing registration in OCLQS to request a renewal or increase to their rating and unrated programs are able to register for an initial rating.

The SUTQ Star Rating Requirement Summary can help a program determine whether they meet the requirements for a desired star-rating. Programs can work with local child care resource and referral agencies to obtain training and assistance needed to meet the standards for their star-rating.
